I have been asked by management whether the SMR is a capital asset and whether expenditure from capital, as opposed to revenue, budgets can be used for developing the record by arguing that the work enhances its capital asset value. Has anyone looked into this issue and, more importantly, had success in convincing accountants that this is a legitimate use of resources?
