About The Authors Julia Stock, B.Sc. Econ (Hons) is Research Visitor to the Board of Studies in Social Policy, University of Wales, Swansea. She has extensive experience of working in the voluntary sector and is a practitioner in local government services. Robert F. Drake, B.Sc., M.A., Ph.D. is lecturer in social policy in the University of Wales, Swansea and a Fellow in the National Centre for Public Policy. He has published major work on Disability Policy and Equal Opportunities (with Ken Blakemore).
