Dear Colleagues, PreLex, the database for monitoring the decision making process between EU institutions, is now available on the Internet at: http://europa.eu.int/prelex/rech_simple.cfm?CL=en. This is the address of the English search screen, but PreLex is also available in all 11 official EU languages. PreLex replaces the APC database which disappeared when the CAA access was closed at the end of 1999. Since the new database is web-based and free of charge, it should attract more users than its predecessor. It will be interesting to compare it with the Legislative Observatory, the EP database which serves a very similar function. There seems at the moment to be no explanatory page giving information about the scope, period covered, updating frequency and so on, but maybe this will be added later. Signposting to PreLex from other parts of Europa will also follow later, I expect. Within each record, links are provided to relevant documents on other sites (e.g. OJ on EUR-Lex, EP reports on Europarl, Bulletin of the EU). I find the OJ links frustrating, since if the OJ is more than 45 days old, you simply get a EUR-Lex page saying that it is no longer available there. But that's a minor criticism, perhaps. It would be interesting to have other people's reactions to PreLex.
