I am forwarding the announcement of a forthcoming program at the Faculty
of Economics in Tirana. I am forwarding the announcement as received,
with one exception - I have not forwarded the application form. Since the
application form did not travel well to my computer, let me suggest that
interested list members contact the course administrators (see below)

Spring School in Economics and Finance, Tirana

Scholarships for qualified candidates from Albania, Kosovo and Macedonia
The Faculty of Economics, University of Tirana and the Staffordshire
University Business School, supported by a grant from the Higher Education
Support Programme (HESP) of the Open Society Institute, are organising an
intensive one-month long Spring School in Economics and Finance in Tirana
from 16 April to 13 May 2000 (inclusive).
The objective of the Spring School is to support the development of higher
education and research in former socialist countries by providing a short,
intensive and up-to-date training course for their young teachers and
researchers. The Spring School is aimed at young candidates who have
completed their university education (three or four year programmes in
Economics or Finance) and are now working as assistants or junior lecturers
or researchers in a university in one of the above countries. It will
enable the participants to gain a thorough understanding of the most recent
developments in their chosen subjects and to raise the level and standard
of their work at their own institutions.
The Spring School will offer four courses, each lasting for two weeks, in
the following subjects:
16 - 29 April 2000: Applied Microeconomics and Business Finance
30 April - 13 May 2000: Applied Macroeconomics and Econometric Techniques
The Spring School is an intensive study period involving 8 hours of work
(lectures, seminars, discussion groups and independent study) each day.
Applicants should be aware that, for the duration of their course(s),
their time must by fully devoted to the Spring School.
Each participant will enrol on two subjects, one from the two subjects
taught in the first two weeks (Applied Microeconomics or Business Finance)
and one from the two subjects taught in the second two weeks (Applied
Macroeconomics or Econometric Techniques). Applicants who cannot attend
the Spring School for the whole period may apply for one course.
All expenses of the participants (travel from their country to Tirana,
accommodation and subsistence) will be covered by the Spring School. The
number of places on each course is limited to 15, of which 10 are allocated
to Albanian candidates and 5 to candidates from other countries.
Prospective candidates must:
1. Be fluent in spoken and written English
2. Have completed a university course in economics or finance
3. Provide a letter of recommendation from their University or research
institution indicating the candidate's suitability for this programme
and her/his fluency in English.
4. Complete the enclosed application form, providing the organisers with
a telephone, fax or e-mail number where they can be easily reached,
especially during the months of March and April.
Applications must be submitted, by post, fax or e-mail, before 31 March
2000 to the Course Administrator in Tirana (for Albanian candidates) or
to the UK Administrator (for candidates from outside Albania).
