I recommend you get in touch with the CIRIA people working on the Sustainable Urban Runoff Management project http://www.sepa.org.uk/guidance/scontrol/ciria/ciria.htm There are also a number of research groups based at Imperial College, University of Abertay, and Sheffield (amongst others in the UK) as well as numerous groups in Europe who might also assist you.
