In reference to launches, receptions and other events, usually means the alcohol isn't free but anything else on offer is gratis and you pay as go for drinks. In other words, the usual freeloaders have to pay to get trashed. Business attire? Sounds like dumb house rules. Ostrich feathers sound fun but I feel my allergies coming on (likewise to ties, though I have a few).
