Yes, Candice, it was caused by the Port Arthur massacre, and a massively populist move on the part of our PM at the time... I am perfectly willing to contemplate the idea that the legislation might be effectively ineffective. One of the many ironies of that awful event was the newspaper headlines screaming (as they always do) THE END OF INNOCENCE. Which seemed a very odd thing to say about that place, which was a hell on earth when it was the punishment centre of a penal colony.
