Hi John,

Many thanks for your suggestion about river pollution.

It may not be of much use, but in the 1881 census the majority of 
Skimming(s) in mainland Britain were in the south-west quarter of 
Scotland.  It looks as though they may have come from Ireland.  
Sadly, I do not have census data for Ireland, but unless James came 
from somewhere like Wanlockhead/Leadhills, it looks as though you 
should seek him there.
