A question for the enclave/exclave experts: Is the area where Terneuzen is located technical an exclave? The area is only bordered by Belgium and water, so you must either sail or go through Belgium to get to the rest of Holland. If the area is not an exclave I would like to know how far an exclave should be from the main part of a country before it is recognized as an exclave?
