In the "old" days it was referred to as "host mailing".  When I worked for a large county authority, there was a small statement on payslips saying if you didnt want to receive these mailings then staff could opt out and gave the procedure for doing so.  The authority had 25,000 employees and managed  it. 

Host mailing is still host mailing even if it goes in a separate envelope and inevitably people will bin it if they are not interested, so the argument about being paid to generate an expected revenue of £X doesnt hold up as it seems to me that there is no guarantee that staff will respond whichever way the mailing is handled!
