Craig, I believe that what you are referring to is the reference to the Freedom of Information Act. The Regisrar as well as becoming the Commissioner for Data Protection also becomes The Commissioner For Freedom of Information Act. Public authorities could fall foul of Elizabeth with regard to their structured files with her data protection head on but if they argued that it was an unstructured file she could then put her Freedom of Information head on and get them that way.
