The criteria for overall pass and classification are defined in the regulations. They could work out for themselves whether they've passed or need to resit. Our line is: if you've got the mark, process it and let them have it; if you haven't got the mark don't do it just for completeness. But of course no re-enrolment or conferral of award - that's quite a different matter and totally legit.
