Paul I would say the statement is likely to be rejected by the ODPC who are going to watch very carefully how the padlock is used. The leaflet on the use of the padlock starts with: "Be open . . ." If everyone filling in your forms knew the LGA72 as well as you do then I would have said it might do the job but unfortunately you'll find that very few people understand the nuances of where s111 overrides the DPA.
