The article you refer to is published in the jan/feb issue of Insight - an IRRV publication. Our Income Unit gleefully showed it to me last week. The author Paul Russell says that Council tax is now regarded as a National tax and consequently attracts the exemptions of other national taxes. His conclusion is that LAs can use for council tax purposes info from benefits claims forms, planning applications, utilities, agents, etc. There are other moves afoot to clarify how council tax data can be used elsewhere in a LA as guidance previously issued by ODPR is being re-examined.
