Does this make any sence???

Let us assume, the PURPOSE of running CCTV is "prevention of crime",
"apprehention of criminals" and similar.

If we show any tape to any person making a subject access request we are
likely to identify other persons on the tape thus infringe their privacy.

I guess if there are "unidentified persons" on the tape we could only show
it in the event a crime has taken place ... and then to whom do we show
it?

a. the victim
b. witnesses etc

If it is real crime then the tapes will have to be withheld and given to
the police. If at that stage it is alleged crime then what? 

If there is no crime of any description, then if there is a subject
access request, we would expect to be given a time and place where they
expect to have been captured on tape.

Example.  Student asks to see tapes because s/he alleges that another
student may have taken something out of his/her pocket.

(What if student had said to another student, take the mints out of
my pocket and then turns round and says "theft" based on the evidence on a
tape) and what if there is true theft?

I think if there is no reasonable reason given or a very specific request
(reasonably precise time and place) ... I am tempted to say a request may
be unreasonable.
