Please can I throw in my hobby-horse... certain bits of data, some of 
them 'sensitive' under the 1998 Act, are collected by UCAS for HEIs, 
who in turn pass the data on to HESA [indeed, HESA/DfEE dictated 
that the data be collected in the first place; ie. Ethnicity, Disability, Soc. 
Occ Code, Last School Attended; I may be slightly out of touch, but 
they used to be grouped together in the *H transaction].  HEIs are 
obliged to collect and pass on this data to HESA as a condition of 
funding.  I'm particularly anxious that we clarify in the light of the 1998 
Act:  (a) what UCAS applicants should be told up-front about this, and 
(b) what rights they may have to DENY consent to either collection of 
the data in the first place, or the passing of it to HESA.
