First, I can see no possible harm in letting ^ denote exponentiation, but keeping the old ** as well. In the mean time, use of any good preprocessing system, such as the literate programming tool FWEB (http://w3.pppl.gov/%7ekrommes/fweb_toc.html) will let one use ^ instead of ** in a Fortran-sensitive manner.
