Can't provide an immediate solution to this one, but we have run into a similar (and I guess related) issue with respect to questions. We want to use the same set of questions within a series of modules and would like a central resource point to put these rather than having to copy them into each of the individual modules - we haven't found the way to do it yet, but we haven't been trying that hard so far !
