There is clear evidence that the most needy do not apply. We offered access bursaries to a number of students who had applied unsuccessfully for scholarships for students coming from low income families. All Access Bursaries were taken up. Because of the limits set on bursaries there were still 30 students we were unable to help. We wrote to all of them to encourage them to apply for help from the Access Fund. None did so. I take from this that the people most in need are happy to apply for a bursary but not for what may seem to be a handout.
