Hi Bernie If the item has been returned dammaged by the first borrower, tht first borrower should pay in full for a new, undammaged replacement copy to be purchased. Anybody caught defacing books at Burnley automatically also has all "library privileges" withdrawn, and there are notices up to this effect. Somewhat draconian, but I have never had to enforce it, and it seems to work.
