When I worked in local government we sometimes used to just tie luggage-type labels onto volumes with archive tape - you can usually do this so the label appears on the spine and can be seen when a volume is on a shelf.  You can tie the label on four ways for added security.  This has the added advantage of minimal damage to the volume itself as opposed to potential leaching of adhesive from the stick-on variety.
Otherwise our preservation assistant used reversible flour and water paste and a brush to stick on archival paper labels.
(NB for Jonathan - if your temporary location is a commercial storage company, you should box the volumes at the very least to minimise damage caused by unavoidable less than perfect handling - this will stop the labels falling off too.  And you can then mark the box for identification purposes.)
Any conservators out there to make further comment, especially re adhesive quality of flour and water paste??
