Synopsis: </color>Statistical models, in the form of capitation
formulae, form the basis for the allocation of huge
amounts of public expenditure, most notably through
local government standard spending assessments and
the NHS resource allocation formulae. The authors have
designed several schemes now in operation, and will
discuss methodological and implementation issues.<color><param>0100,0100,0100</param>
