At Leeds appeals come back to the panel in the first instance. Sometimes the panel will send back an application with insufficent or contradictory information so that the student can re-submit the case. The Union Welfare office (who service the panel) would help the student make a new case, or appeal a decision. If the panel do not agree the appeal, the student can take the case to the Dean for Students. Very few cases reach this stage, 1 or 2 a year.
