I think we're now talking about the treatment of name headings and not the
creator role. The former is a HUGE topic and DC may not be the place to
resolve it (just as DC may not be the place to decide was is and isn't a
title of a work).
Given that the DC data element has been named "Creator," which is a very
general term compared to the reality of the act, I think we have to assume
that people will want to qualify Creator with Role. I think we also have to
assume that the number of possible roles is VERY LARGE. And that different
communities will recognize different roles (and they will also consider the
roles they recognize to be very important).
This leads me to conclude:
- Creator needs a role qualifier.
- The role qualifier must be quite open-ended in terms of its content.
- Some communities will have standard role qualifiers and they will want to
indicate that they are using the standard.
And thus takes me back to option A.
