can't agree with you.
It is very often the case in education, as others have agreed, that
resources are being found by someone (a teacher maybe) for the use of others
(students) and it is of concern to those discovering resources that they are
suitable for their use, eg the teacher's, and for the students they are
working with. It is not sufficient to say that the resource is targeted at
either without knowing about the other.
Sometimes the resources are for the use of the student and do not need
mediation eg websites with interesting encyclopaedia information about
woolly mammoths. Sometimes resources are targeted at students but designed
to attract the attention of a teacher on the way, so the publishers have two
audiences in mind. Sometimes the resources are for the teacher and the
publishers do not expect them to be passed on to the students.
