As I understand it:
     
     Leaving aside Role (which nonetheless fits the same pattern in the WD) 
     my understanding is that:
     
     Type, 
     Name,
     Affiliation,
     Identifier
     - are the proposed element qualifiers of DC.Agent
     
     DCAT1
     LNF
     URI
     are proposed value qualifiers of Agent.Type, Agent.Name and 
     Agent.Identifier respectively.
     
     If this is so I find it confusing that in sections 2.1 to 2.5 in the 
     WD the last line states that "Qualifer Type" is "Value Component". 
     Does this refer to the element qualifiers or the value qualifiers?  Or 
     have I misunderstood something fundamental here?
