Study in Russia!

THE DEPARTMENT OF INTERNATIONAL RELATIONS OF URAL STATE UNIVERSITY
at Yekaterinburg (formerly Sverdlovsk), Russian Federation, announces new
under- and post-graduate programs for international students of all
nationalities in the field of

Russian Language and Area Studies (RLAS)

Within the below RLAS programs, various foci or combinations of
specializations are available: language studies only, literature,
geography, history (any period), domestic politics, foreign policy,
regional issues of the Urals and Siberia, social welfare issues (taught in
cooperation with the Sverdlovsk Region Ministry of Social Security
Affairs), Russia's integration into the world economy and international
system, human rights in Russia, and others. The following
certificates/degrees are currently offered:


1. State-Certificate of the Russian Ministry of Education in Russian
Language and Area Studies; no prerequisites; two options:
        (a) 6 weeks of full-time course-work: US$500; or
        (b) 6 months of full-time course-work: US$1,300.

2. Diploma of the Russian Ministry of Education in Russian Language and
Area Studies; September-June, or February-January with two-month summer
break; 10 months of full-time course-work: US$2,200; prerequisite: two
years of full-time higher (tertiary) education (e.g. Associate of Arts,
German intermediate examination, etc.) or the equivalent.

3. Bachelor of Arts in Russian Language and Area Studies (RLAS); 4 years of
full-time study and research: US$9,100 (US$2,200 per year + US$300 expected
inflation adjustment); prerequisite: finished secondary education (high
school diploma, GCSE A-level, Abitur, etc.) or equivalent.

For international students with very good Russian language skills, the
Department of International Relations, and the Faculties of History as well
as Political Science & Sociology also offer their regular under- and
post-graduate courses for Russian students:

4. Bachelor of Arts in History, Political Science, Sociology, or Area
Studies (the latter with a specialization in Central Europe, Mediterranean
Europe, Near East, East Asia, or North America); 4 years of full-time
language training/study/research: US$9,100 (US$2,200 per year + US$300
expected inflation adjustment); prerequisite: finished secondary education
(high school diploma, GCSE A-level, Abitur, etc.) or equivalent.

5. Master of Arts in History, Political Science or Sociology; 2 years of
full-time study and research including defense of a thesis: US$4,500
(US$2,200 per year + US$100 expected inflation adjustment); prerequisite: a
relevant higher degree from a recognized college/university; NOTE: By
summer 2000, the Department of International Relations expects to be also
able to offer a two-year M.A. in RLAS.

6. Candidate of Science in History, Political Science, or Sociology; a
3-5-year full-time research degree comparable to the Anglo-Saxon M.Litt.,
D.Phil. and Ph.D. degrees ($6,800 for the first three years in residence +
a $300 administrative fee for each additional year). NOTE: By summer 2000,
the Department of International Relations expects to be able to offer also
a C.Sc. in International Relations to similar conditions.

The application deadlines (letter stamp) for admission to the summer
semester (February-June) is 15 November, and to the winter semester
(September-January) it is 15 June. Although the Department of International
Relations has to follow general guidelines of the Russian Ministry of
Education, adjustment of the RLAS course-structure to individual needs is
possible. Intensive beginners and advanced level training in third and
fourth languages is available in English, German, French, Spanish, Italian,
Turkish, Japanese, Chinese and Hebrew.

        The Department will support prospective students in acquiring a
Russian
student visa, and in applying for financial assistance from funding
institutions at their home countries. The Department regrets that it is not
able to offer funding to international students itself. Upon arrival, new
international students will be welcomed and supported in adjusting to
everyday Russian life by the Department's multilingual staff and graduate
students.

Matriculated students have free, day-time access to the University's
computer room (50 PCs). Alumni of all programs will be provided with
detailed Russian-language transcripts outlining the content, work-load and
results of all courses attended, examinations taken, and research done.

        Although the Department will provide an initial introduction and
further
assistance in the applicant's native language (or in English), it is
strongly recommended that prospective students acquire basic Russian
language skills before arrival. The Department will provide help in finding
University-owned student accommodation (currently at US$70-US$80 per month
for a single room), or private accommodation in the city (currently at
US$90-US$150 per month for a one-/two-bedroom flat). The University has its
own medical care office at the student hostel complex.

        The Department of International Relations is located in the
University's
main building in the city centre of Yekaterinburg. It is a recognized
Russian teaching and research institution in the fields of language
training, international affairs and regional studies. Among Russian social
science departments, it is among the most dynamic, and distinguished by its
broad range of international contacts with, among others, the European
Union (Brussels), Civic Education Project (New Haven, Connecticut), UNESCO,
Open Society Institute (Budapest), Embassy of Japan, Spain and Italy,
Friedrich Ebert Foundation (Bonn), MacArthur Foundation (New York),
American University (Washington, DC), and the Universities of Rome, Milano,
Florence, and Catania. The current student body and teaching staff of the
Department include several foreigners from Western Europe and Asia. For

        Yekaterinburg fashions itself as Russia's third metropolis, and is
one of
the largest and most vibrant Russian provincial capitals with altogether
eighteen higher education institutions, among them major research
universities and elite colleges. It has a large student population, and
multifarious cultural life including an opera and ballet house, several
theatres, discotheques, cinemas, libraries, etc. Nevertheless,
Yekaterinburg is considerably less expensive than Moscow and St.
Petersburg. The nearby Ural mountains are famous for their beauty, and a
popular hiking, climbing and skiing site. The city hosts many foreign
companies and students, Consulates of the United States and United Kingdom,
and permanent offices of, among others, TACIS (European Union), the British
Council, and the American Councils of International Education.
Yekaterinburg has the reputation of being welcoming to visitors from all
over the world.
