FRBR as a data model is concerned with what the objects are that need
to be described, and what relationships between objects should be
taken into account (part->whole, translation->original, etc.).
FRBR then lists, in chapter 4, "attributes" to be included in descriptions
on the four levels of "Work", "Expression", "Manifestation", "Item".
The terminology here is compatible with AACR (which lacks the clear
distinction of those four levels - this being the main reason why FRBR
was created). FRBR does not define a list of elements by itself.
Therefore, DC as an element list cannot logically be viewed or expressed as a
subset of the FRBR model. Since AACR can be viewed as expressible in MARC,
the best one can probably do is the existing MARC<->DC crosswalk.
