This is very late in the day, but I went looking for the qualifier proposals
for identifier and then realised that there isn't an identifier working
group. Has any thought been given to the need for element qualifiers for
Identifier? The distinction I am thinking of is Identifier.Local versus
Identifier.Standard.
A local identifier would only have meaning within a given system, although
it might be used for matching purposes by another system. The system itself
would be named in the value qualifier. You could see it as an identified
encoding scheme, in that you would know it was a unique system-generated
identifier within the named system.
Standard identifiers would include URI, DOI, ISSN, etc as already defined,
each with their own encoding scheme.
