Three things regarding this sort of message.
First: if it were true Microsoft and other companies would have to
admit that they are able to 'monitor' who you contact with through
the internet - something they claim they do not, and cannot, do.
Second: this is a typical 'chain letter'. possibly harmless, but a
chain letter nonetheless. Even if it were true, it caould not make
that amount of money for everyone that sent it out. Bill's own
personal fortune would soon run out.
Thir (and potentially far more serious): Although this message
doesn't have an 'attachment', the method is an ideal way to pass
viruses on. If you receive such a message with an attachment I would
advise you to NOT open the file and to 'bin' it immediately - as I
shall with this one.
However, I am aware that some people might be taken in by the
message, in which case don't worry, we're all entitled to do
something silly occassionally (once a month or so is fine) 8-)
Best wishes
