Report of the JUC/SWEC International Sub Committee
1998/99 session
The sub committee has met on 3 occasions during the last session but these
meetings have been poorly attended. This does not mean that JUC/SWEC has
been inactive on the home front and the representatives to the Board of the
International Association of Schools of Social Work (Joan Orme) and the
European Association of Schools of Social Work have reported regularly
(Steven Shardlow). In addition the sub committee agreed to monitor the EU
Fifth Framework programme to see if there were opportunities for social
work education.
International Association of Schools of Social Work
The full Board met in June in Rouen and the business centred around
administrative arrangements for the working of the Board and arrangements
for the forthcoming conferences. At the outset of the meeting there was a
useful seminar on the
arrangements for social work education in member countries. The Board was
also addressed by a representative of the World Bank who gave information
about the Bank's policy on working with social scientists on regional basis
to identify and
evaluate development projects. Other items included:
World census: Ralph Garber is taking this forward and the UK is actively
involved through the work of Karen Lyons. The International sub committee
is hoping to provide a report based on the data received in the returns to
Karen. This work has been supported by CCETSW and the University of East
London.
Task Forces: It was noted that little has happened at an international
level on the task forces and that more attention to these is required.
Conferences:
… July 2000 Montreal (with IFSW) - call for papers out abstracts to be
submitted by 15th October.
… 2002 France - this will be an IASSW only conference. The organisations in
France are working together but the venue has not yet been decided.
… 2004 Australia - again the precise venue has not been decided.
Joan Orme completes her 4 year term on the Board in July 2002 and there
will be a call for nominations for a replacement at the October SWEC
meeting with elections (if necessary) at the AGM in January 2000.
European Association of Schools of Social Work (EASSW)
In the 98/99 session, the board of EASSW met on three occasions, October 98
in Helsinki, April 99 in Bordeaux and during the conference and General
Assembly in Helsinki, during June 99. To coincide with the meeting in
Bordeaux a subregional conference was held targeting French speaking
schools of social work. The first meeting in Helsinki was primarily
concerned with the organization of the conference. The meeting in Bordeaux
marked an important step forward for the association, as half of the
meeting was jointly held with the European Regional Group of the
International Federation of Social Workers. Possibilities for greater
collaboration were explored such as through joint conferences, joint work
on key issues and so on. These developments are very positive for the
future. At the General Assembly in Finland important changes were made to
the constitution giving rights to vote, both to individual schools and to
individual members of the association. Previously voting rights rested with
the representatives of country associations.
The Board of EASSW continues to be concerned about the efficiency of its
membership management and changes have been introduced to produce more
streamlined systems with effect from 2000.

Conferences:
The next biennial conference of EASSW will be held in Lodz, Poland in June
2001, final details of call for papers etc. will be notified next year.
Finances
Allocated funds: £250
The meetings have been held at NISW in conjunction with the research sub-
committee. The cost of the room hire per day is a maximum of £128.
Therefore International sub committee has spent £192, and has kept within
its allocated budget.
This represents a vast reduction in the cost of the sub-committee and has
been possible because of the negotiations with the DoH to have the expenses
for the representatives to IASSW and EASSW covered by the DoH.
Organisation
Joan Orme indicated that because of her growing workload as the Vice Chair
of SWEC she would like to hand over the convening of the sub-committee. In
1999 Steven Shardlow was re-elected to the Board of the EASSW and it was
agreed that he would take over the convenorship of the International
sub-committee.
Items for October 1999 JUC/SWEC Meeting
… Finance Bid: The bid for 2000 is for £450.This will allow for an
inflation in the cost of room hire at NISW and keep open the option of an
extra meeting if the need arises. Also the figure includes a contribution
towards the cost of room hire for a small seminar on European Social Work,
to be organized during the 99/00 session.
… Nomination for election to the Board of IASSW: Steven Shardlow nominated
Karen Lyons (who is willing to stand), seconded by Maureen Sears for
consideration by JUC/SWEC as the UK candidate.
… Nomination for election to Treasuer of IASSW: Leo Scholl has resigned,
having been appointed to a new post, so the post of treasurer is now
vacant. Nominations required.
