Whilst I don't think the following reference is exactly what you are looking
for, I have a copy of publication of "North Riding Naval Recruits - The Quota
Acts and The Quota Men 1795-1797" by Clive Emsley. Publisher: North Riding
County Record Office. Perhaps you already know of it?
The first seven pages give an outline of the Acts.
