With thanks to Jonathan Cebra at USIA, I have today learned of the RFP
for the USIA/NIS College and University Partnerships Program (NISCUPP).
This is an excellent program, and will be of interest to many of our US
and NIS list members. Since the application must be submitted by a US
institution, interested list members are encourged to contact their US
academic partners. For NIS list members who would like to create a
partnership, but do not have any good links, please let me know of your
interest - and I can relay that interest to other US list members.
To download the (9-page) RFP, go to the first web address presented in
the announcement. Then click on program number 3, and print the RFP. If
you intend to submit an application, you should also print the POGI and
the PSI. At the second web address, you will find an abbreviated version
of the NISCUPP program, and information on other USIA funding programs
which may be of interest to list members. Let me know if you have any
questions.

USIA NIS College and University Partnerships Program (NISCUPP)
------------------------------------------------------------------------
NISCUPP awards grants of up to $300,000 to US colleges or universities
for the purpose of establishing/strengthening linkages with counterparts
from the New Independent States (Armenia, Azerbaijan, Belarus, Georgia,
Kazakstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan,
Ukraine, and Uzbekistan).
Eligible disiciplines for partnerships include: business, law,
journalism, education, and the economic and social sciences. Grant
funds can be used for expenses such as the exchange of faculty and
staff and the purchase or development of educational materials.
Solicitation materials, including the Request for Proposals (RFP); the
Project Objectives, Goals, and Implementation (POGI); and the Proposal
Submission Instructions (PSI) can be downloaded from:
