Jill or Joe Neighbour in this part of the world would be called Narelle and
Trevor Neighbour and they would say (like the media do) "THE disabled" -
making the disabled person an object, or rather, making disabled people a
group of objects, articles or items. The medical [model] patches and
dispatches articles as well as any post office.
