I suspect the debate is caused by the polysemy of "coverage" : a text can
"cover" a topic, and also have a spatial or functional "coverage" (e.g. only
subsidiaries abroad are concerned by this policy,...).
It reminds me of this beautiful slogan, used by the "Atlanta Journal" : "covers
Dixie like the dew"...
