There was some discussion on the Subject/Description WG list a while back
on the pros and cons of audience as a qualifier,
which element it might qualify, or whether audience should be treated
as an 'extension' to DC (an implementation specific element) on the

Where 'audience' should be placed was unresolved, but looking back over
the mails it seems to me that Description would fit best, as this element
is defined in DCv1.1 as 'an account of the content', which I suppose might
be stretched to allow for various additional information.
I accept that it is not a good idea for a lot of detailed structured
information on the potential uses of a resource to be shoe-horned into DC
(perhaps IMS would be better for this) but there does seem to be a
requirement in a lot of implementations for a simple statement about
target audience.
As the Dc Subject/Description WG is now in the process of debating key
qualifiers for DC I suggest we add 'audience' to the proposed list of
Description qualifiers.
