Well, this is an original input, but I'm afraid we're stepping away from my
initial track.
In my message, I was addressing the question of who must "execute" the
document (remember : we're in a corporate context in which the document is not
designed to be read for pleasure's sake, but to have someone accomplish tasks).
A new billing policy, for instance, will need application rules for sales reps
as well as for accountants. Both documents will - let's hope - treat the
question in depth. But by the same time, you can imagine two news headlines,
specifically written for these two populations, with no depth at all... I hope
this makes clear that the notion of "depth" is not relevant in this context.
