Sometimes it helps to think of what would happen if it were a paper
publication.
The person who does the layout and design, selection of typefaces, width
of margins in paper publication is not the creator. They may be a
contributor, most often unacknowledged, even though they are important
in making the document usable. They have little to do with the
intellectual content. This seems to be similar to your role as the HTML
markup person. You would be a contributor.
The publisher is the entity making the document available and
distributing it to the user. This seems to be the role of the
university in your instance. The publisher, aside from the editing
function, does not control the intellectual content, they make it
available.
The creator would be the person or entity responsible for the
intellectual content, here either the library or the librarian. Since
the librarian is publishing on behalf of the university library and
speaks for the library it should be the library itself which is the
creator.
