Being asked (as a member of the "everyone" community), I agree it looks like
a milestone in the career of the "Dublin Core".
Congratulations.
Though the document does not say how the "file-as" attribute is to be
constructed, its very name is evidence that the suggestion must come from
the library community, as well as the fact that for the "role" atttribute
the document recommends the role indicators defined in USMARC. (They are
not up-to-date on this since USMARC no longer exists, it is now MARC21).
