OK ... here is my argument in a nutshell.
The conflation of publisher and availability is an artefact of print
technology. It is sensible to distinguish between:
a) the authority that "owns" the data (and thus can grant rights (!)
in it) and who is responsible for its quality (think contract law
here);
b) the agent that makes the data accessible.
Alex Satrapa proposes a hierachical scheme closely akin to domains
used in network management as a means of fleshing out a). This seems
a sensible proposal.
