It is important to decide whether you want to use Audience mainly for
display purposes or for search purposes. If for display purposes, then you
can use uncontrolled text and this could go into the description element.
For search purposes, I think it is vital to have a short controlled list of
terms, and I think a separate element is best.

The answer is definitely "for search purposes" (and you're absolutely right on
the need for a company-controlled list, e.g. entities/subentities and/or jobs
classifications).
The underlying reason is what is now termed as "corporate portals", i.e. a
service offered to given communities of users in the company, a service that
will find out and deliver to them useful and relevant information taken from
the corporate intranet and the Internet.
