Dear Frank and everyone,
>Nagase, is Japan looking at disability rights leglisation?
A number of activists support rights legislation.
I certainly do but with caution.
For instance, about the employment, Japan
has a quota system. In U.K, quota, which
was ineffective, was abolished with DDA.
But I don't think abolishing quota in Japan will bring
a better result. Some clever people somewhere might
propose abolishing quota with the introduction
of rights legislation. So, rights legislation can be
effective in some areas, such as transportaion,
but not necessarily in others. That's how I see it.
