Surely it would depend on many many factors like whether this is a
random mailing or whether there is prior contact; what the questions
are; the length of the questionnaire; the nature of the topic;
whether the topic is applicable to all or just a small number of
people and so on.
And it depends on sensitive nature. Is 70% realistic? I wouldn't
guess unless I had more information.
