AACR *have* long since figured that out for all mentionable languages.
And there's no need for separate tags either. The British Library UKMARC
has used tags for last name and first name, but these will probably be
discontinued.
Anyway, the largest available name authority file, the one of the Library
of Congress, has no such tags for name parts but just punctuation - but is
there a functional difference? I think it is even more simplistic, and
has been *proved* to work.
