We are now at the point were we need to discuss qualifiers at
the specific stage - ie: the real implementation details.
As Stu said [1], this is important stage for DCMI, so the options
are (in ranked importance):
1 - Join the appropriate element WG [2]
2 - Email your qualifiers to the element WG Chair:
