With regard Priscilla Caplan's note about the difficulty of dividing one's
attention among multiple working groups, I acknowledge that this is a
significant burden, especially since it is likely to fall on one individual
in a given application.
One alternative is to send the list of qualifiers for all elements to the
DC-Implementors list. To do so will impose additional burden on each of the
Working Group chairs (or their designee). If there are no other
alternatives, this would be preferable to not getting a list at all.
Note that this runs the risk that qualifiers will fall through the cracks.
Without someone to justify or promote a qualifier in WG discussions, it may
not receive the attention it deserves.
It is critical that we arrive at Frankfurt with a good qualifier draft that
reflects the needs of the community, and the start of that has to be
compiling as broad a list as is possible. Any suggestions on how to do it
better are certainly welcome.
