1. LEONARDO ACADEMY ASKS ENVIRONMENTAL AGENCIES IN 50 STATES TO FOLLOW THE CLEANER AND GREENER PRINCIPLES FOR NOx AND HAZE REDUCTION
Leonardo Academy’s Cleaner and Greener Program has developed a set of principles for pollution reduction programs that, when followed, will:
(1) Reward all building owners for emission reductions delivered by their energy efficiency and renewable energy projects,
(2) Reduce the cost of pollution reduction programs, and
(3) Increase the environmental benefits of pollution reduction programs.
The Principles were developed to achieve full recognition of the environmental benefits of increased energy efficiency, renewable energy, combined heat and power, and sequestration in all air pollution reduction programs.
Leonardo Academy has sent letters to the environmental agencies and energy offices in all 50 states and the District of Columbia, asking them to incorporate the Cleaner and Greener Principles into all future pollution reduction programs, including U.S. EPA-required plans to reduce nitrogen oxides (NOx, a pollutant that causes ground level ozone), fine particulate matter (PM2.5), and haze.
THE CLEANER AND GREENER PRINCIPLES
All emission reduction plans, programs, and regulations should:
1. Use a cap-and-trade approach to reduce emissions so that emission reductions receive their true market value.
2. Reward all building owners and others for emission reductions delivered by their energy efficiency, renewable energy, combined heat and power, and sequestration (for pollutants where sequestration is possible) projects. Reward these actions with emission allowances from under the emissions cap.
3. Allocate enough emission allowances to reward all emission reductions from these actions.
4. Use a multiple pollutant emission reduction reporting system to provide "one-stop" reporting of reductions of sulfur dioxide, nitrogen oxides, particulate matter, mercury, greenhouse gases, and other pollutants. This makes it easy for owners and implementers of energy efficiency, renewable energy, combined heat and power, and sequestration projects to get credit for all emission reduction benefits they deliver.
5. Give credit for early emission reduction actions from projects implemented 1990 or later.

2. LEONARDO ACADEMY ASKS WISCONSIN AND KENTUCKY TO INCLUDE ALL BUILDING OWNERS IN GIVEAWAY OF EMISSION ALLOWANCES WORTH BILLIONS
Leonardo Academy’s Cleaner and Greener Program asked the Wisconsin Department of Natural Resources (WDNR) and the Kentucky Department of Environmental Protection (KDEP) to use emission allowances to reward all building owners for emission reductions delivered by their energy efficiency and renewable energy projects. In the past, all emission allowances have been given to polluters, while building owners that reduce emissions by implementing energy efficiency and renewable energy projects have been passed over.
Leonardo Academy filed this request with the both the WDNR and the KDEP as part of their public hearing processes on the draft rules for reducing nitrogen oxide emissions, a pollutant that causes ground level ozone. These rules are being prepared in response to the U.S. Environmental Protection Agency’s (EPA) requirement that 22 states and the District of Columbia prepare and implement nitrogen oxide emission reduction plans. In crafting these rules, the WDNR and KDEP are each deciding how to give away 1 to 4 billion dollars worth of allowances for nitrogen oxide emissions.

The Cleaner and Greener Principles are corporately supported by Johnson Controls, Philips Lighting, Trane, Quad/Graphics, and Kinko’s. These companies recognize that the implementation of these principles will benefit their customers as well as improve the environment. Implementation of the Cleaner and Greener Principles will reward energy efficiency and renewable energy actions in emission reduction programs, and put the competitive market to work on improving the environment.

They recognize that this will be good for the environment and good for their customers. We are looking for more like-minded businesses, and health, environmental, and energy organizations to support the implementation of these Principles.
If the owners of factories, buildings, and houses that benefit directly from this public policy improvement, and other health, environmental, energy efficiency and renewable energy organizations do not voice their support for including energy efficiency and renewable energy in emission reduction plans in each state, it will not happen. For this reason, Leonardo Academy is gathering letters of support from all types of organizations for the Cleaner and Greener Principles.
