Jean-Francois Gauvin wrote requesting advice on including department, jury,
etc. in DC for dissertations. Andrew Wilson and Gisle Hannemyr both
suggested creating a local schema (i.e. PUM.Faculty, etc.).
The drawback of using a local schema to extend DC is that you will have to
develop, maintain, and link that schema (as Gisle points out) so that
records can be harvested correctly. If you are a smaller implementor wishing
to stay within simple Dublin Core until such time as qualified Dublin Core
is widely available, you have some limited choices for including the type of
data you need.
One method is to use the SCHEME attribute available for the META TAG in html
4.0. A possible encoding of some of your data might be:

The CONTRIBUTOR tag may be repeated as often as necessary with varying
roles. While not ideal, this solution stays within the existing simple
Dublin Core model by using the vCard scheme.
