underpin the qualifications framework and more `stopping-off points,`
separately accredited, during higher education.

The Speakers:

Professor Bob Fryer, CBE, FRSA.  Assistant Vice-Chancellor, Lifelong
Learning, and Director of New College, University of Southampton.

John Randall, Chief Executive, Quality Assurance 
Agency for Higher Education.

Sir Christopher Ball Chancellor of the University of Derby and a Patron of
the National Campaign for Learning.

Conference Programme

The Opening Address will be given by Professor Bob Fryer, CBE, FRSA,
Assistant Vice-Chancellor, Lifelong Learning and Director of New College,
University of Southampton, who, as Chair of the National Advisory Group for
Continuing Education and Lifelong Learning, was responsible for the Fryer
Report, Learning for the 21st Century.

John Randall, Chief Executive of the QAA will review issues related to the
development, by the QAA, of Qualifications Frameworks.

The Closing Address will be given by Sir Christopher Ball, Chancellor of
the University of Derby and a Patron of the National Campaign for Learning,
for which he was Founding Chairman (1995 -1997).  He was Director of
Learning at the RSA (1990 -1997) and formerly Warden of Keble College,
Oxford (1980-1988).   He is the author of a number of books on learning and
in April 1996 the Campaign for Learning Personal Learning Action PLAN,
Making it Happen was published which was developed from his original draft.

The SEEC Research

The conference will see the launch of the results of the SEEC survey to
"gain information about the speed of the development of credit practice
since 1994, and the effect, if any, that membership of a credit consortium
has had on that development".  The survey, undertaken early in the summer
term, involved all higher education institutions in England, Wales and
Northern Ireland.


The Workshops/Seminars

There will be a programme of workshops and seminars led by members of SEEC
institutions which will cover a wide range of themes related to credit
accumulation and transfer and lifelong learning. 

Discussion Groups

The emphasis of the conference will be on participation and delegates will
have the opportunity to discuss issues at length through the discussion
groups, chaired by members of SEEC Council, that will meet on three
occasions during the two days.  The discussion will be focused on issues
emerging from the presentations and on the conference themes.
