proposal, do you think the changes below are too strongly worded?
(a) Change

to add a warning:
"three ways in which the optional qualifier syntax is currently (subject
to change) used to supplement the META tag may be summarized as follows:"
(b) And then, at the end of that section, add another warning:
"Note that the qualifier syntax exemplified in this document merely
reflects current trends in the HTML encoding of qualifiers. This
syntax is neither a standard nor a recommendation."
